Atlanta council approves up to $1.3 billion for airport bond program

ATLANTA — The Atlanta City Council on Monday approved an amendment to the city’s fiscal 2027 budget to account for up to $1.3 billion in Series 2026 General Airport Revenue Bonds for projects at Hartsfield-Jackson Atlanta International Airport.

The city previously authorized the issuance and sale of the bonds under separate legislation. The ordinance approved Aug. 17 adds the bond proceeds to the city budget and establishes funding for projects and contracts supported by the four Series 2026 bond issues, including two designated as green bonds.

Among the largest project allocations listed in the ordinance are $300 million from the Series 2026A1 green bonds for the South Deck Phase 2 project and $247 million from the Series 2026B1 green bonds for the widening of Concourse D.

Other projects receiving bond funding include Plane Train vehicles and switch improvements, airfield repairs, emergency generators, CCTV upgrades, fire and life safety improvements, sewer infrastructure, elevator and escalator work, Concourse E gate conversions and water intrusion remediation.

The legislation also restores $348.2 million in capacity to the airport’s Aviation Encumbrance Program after bond proceeds replaced interim financing that had been used for projects. Of that amount, $200 million is designated for parking and ground projects associated with South Deck Phase 2, $75 million for airfield projects and about $68.2 million for concourse projects.

The ordinance also changes the funding sources for existing airport contracts totaling up to $58.2 million, allowing permanent bond financing to replace interim funding.

The measure, sponsored by Councilman Alex Wan and substituted by the Finance/Executive Committee, had been tabled by the council Aug. 3 before being referred back to committee Aug. 12. The committee recommended the substitute version on a 5-0 vote.
