President Donald Trump signed a proclamation Saturday declaring that criminal cartels and foreign terrorist organizations operating in the Western Hemisphere should be “demolished” to the fullest extent allowed by law.

He also called for closer coordination with partner nations to cut off the groups’ control of territory, financing and resources.

The proclamation says the administration has designated a number of cartels and transnational gangs as foreign terrorist organizations and is devoting expanded resources to dismantling them. It also references the creation of an “Americas Counter Cartel Coalition,” described as a pledge involving military leaders and representatives from 17 countries to operationalize “hard power” against cartels and related groups.

Under the proclamation, the U.S. would coordinate with allies to deprive the organizations of territory and funding, train and mobilize partner-nation militaries to improve capabilities against cartels, and focus on keeping “malign foreign influences” from outside the hemisphere from gaining a foothold.
